It is always helpful to include the model type of quintum that you are using.
My first answer to you would be are you using a Gen 1 (A400/A800/D) or a Gen 2 (AS/AX/DX) unit.
Config manager will not work on any gen 1 unit, only on gen 2.
Also, you have to make sure that you have the correct version of config manager to match the software version running on the Quintum.
