when the gatekeeper is down, ur active calls will still continue coz gatekeeper comes into the picture only during call setup. Ya but u will not be able to register new ip endpoints as long as the gatekeeper is down, however, u can still continue making calls with ur existing ip endpoints provided they have registered earlier with the gatekeeper.
