because when the C/I is less than 9dB, the BER is too high and the voice quality is degraded.
C/I = 9dB means that RxQual=4

In GSM C/I value thersold is set to greater than 9 dB in Hopping senario. why is so, why we cant take some other value eg 8, 7. in this case also carrier is more than interfreance
